I am directed by Secretary, Sir E. Grey to acknowledge
Secretary
the receipt of your letter No. 16023/15 of the 7th in-
stant enclosing a copy of a telegram from the Governor
of Hongkong reporting the representations made to him by
the Chinese Members of the Legislative Council on the
subject of the negotiations at present proceeding between
China and Japan.
Sir E. Grey would suggest, for the consideration of
the Secretary of State for the Colonies that a reply
should be returned in the following terms:-
"His Majesty's Government are carefully watching the
negotiations but they have so far no reason to apprehend
that the demands made by the Japanese Government will lead
to any infringement of treaties safeguarding the principles
